You advertised that people could go there to get medical cards until 3pm. People showed up at 2pm and were turned away. If you advertise "until 3pm" then accept people UNTIL 3pm. If the person doing that specific job only works until 3pm and must leave, then advertise their availability until 1 or 2pm.

Waste of time and gas.
